Urgent Need to Restore Primary Healthcare in Syria

In conflict-affected regions, access to essential healthcare services is severely limited, leaving vulnerable populations without critical medical support. UOSSM is committed to building Syria’s Primary Healthcare (PHC) system through a data-driven approach, ensuring sustainable and comprehensive health solutions rather than addressing only partial gaps.

UOSSM PIONEER Initiative

To achieve this, UOSSM launched the PIONEER Initiative (Primary Initial Observation & Needs Evaluation for Essential Response) – a strategic, multi-phase intervention in partnership with the Syrian Ministry of Health (MOH) and aligned with WHO standards-aimed at rebuilding Syria’s collapsing primary healthcare system. The assessment identified key service gaps and provided essential data to guide targeted, evidence-based interventions to improve healthcare accessibility and quality.

Assessment

The initial assessment across four governorates revealed alarming results, with Syria’s healthcare system on the brink of collapse. In Damascus alone, NOT even one of the 51 primary health centers operates at full capacity, reflecting a devastating nationwide crisis.

In addition, the majority of the health facilities are either below 50% capacity or completely non-functional, with severe shortages in medical personnel, essential medicines, and basic-to-specialized services.

Critical gaps exist in chronic disease management, mental health services, and reproductive healthcare, while damaged infrastructure, poor sanitation, and limited water supply further restrict access.

UOSSM Response

UOSSM is driving a critical, high-impact effort to rebuild and restore primary healthcare services, ensuring accessible and sustainable care for vulnerable communities. Immediate intervention is crucial to prevent total system collapse and lay the groundwork for a resilient and enduring recovery. The UOSSM PIONEER Initiative will address the primary healthcare system in Syria in 3 phases: 

  • Phase 1: Comprehensive Assessment
  • Phase 2: Analysis and Planning
  • Phase 3: Building Healthcare System

Cost for Support

Each PHC, with a monthly cost of $20,000, serves 4,000 patient visits, free of charge, demonstrating the urgent need for sustained investment in primary healthcare resilience and delivery service.

Scope of Services

  • General & Internal Medicine
    Comprehensive medical care covering internal medicine, family medicine, including chronic disease management and the treatment of communicable diseases.
  • Reproductive Health & OB-GYN
    Specialized care for women, including prenatal and postnatal services, safe delivery support, maternal nutrition, breastfeeding counseling, and newborn care.
  • Pediatrics & Child Health
    Specialized healthcare for children, focusing on growth monitoring, immunizations, treatment of common childhood illnesses, and early intervention for developmental concerns.
  • Mental Health & Psychosocial Support
    Providing essential mental health and psychosocial support, including counseling and emotional support, with a focus on well-being and resilience. Referrals to specialized mental health care will be facilitated when needed through established pathways.
  • Nutrition Assessment & Management
    Screening, prevention, and treatment of malnutrition through therapeutic feeding programs, nutritional counseling, and targeted support for vulnerable groups, including children, pregnant women, and individuals with chronic illnesses.
  • Urgent Care
    Immediate medical attention and stabilization, including first-aid services, emergency treatment, and referrals for advanced care when needed.
  • Public Health & Preventative Services
    Community-based health initiatives, including disease prevention, immunization drives, and health education campaigns to promote long-term wellness.
  • Dental Care & Oral Health
    Comprehensive dental services, including preventive care, pain management, treatment of infections, tooth extractions, and oral health education to promote long-term dental and gum health.
  • Pharmacy & Medication Dispensing
    Access to essential medications through a fully stocked on-site pharmacy, ensuring patients receive prescribed treatments at no cost.
